I'm no expert, but I think it might be a rough legged hawk.

Some bird's beak colors do change as they mature. Looks like it's probably an immature bald eagle to me too. Here's a pic of mature/immature side by side on a branch:

I do bald eagle surveys on occasion; I can confirm that's a juvenile bald eagle. They are in dark morph until they reach about 4-5, then the turn into the classic bald eagle plumage. Their young often hang around the adults for several years, and are tolerated by the adults even when the adults have a second brood. Kids move back home even in the animal kingdon
