Strange Underwater Webbing

I saw a bunch of this stuff in a creek yesterday. Saw quite a few places where it was obviously strung up like some sort of underwater "web". Some of the "nests" were fairly large. Anyone have any ideas?

My guess is that it's some kind of filamentous algae.

But I'm not a stream ecologist so it wouldn't surprise me to be wrong.
